The Cercle Itinérant A.L.I.S.S. is a pioneeringsocial and digital innovation project jointly run by Up and Space Martinique and MAÂT XPERIENCES. Designed with a focus on regional cooperation, it aims to reduce inequalities in access to healthcare and social rights in Martinique, Guadeloupe, all overseas territories, and mainland France.
A social and territorial innovation born in the Caribbean
This pioneering project aims to reduce inequalities in access to healthcare and social rights across different regions, using a mobile, human-centered, and digital approach.
A.L.I.S.S. is aimed at people who are isolated from healthcare services: the elderly, isolated families, precarious workers, and residents of rural areas or priority neighborhoods. Its ambition is to reconnect each person with their fundamental rights through tailored support, ethical digital mediation, and intelligent regional networking.
Our vision: reconciling health, social, and digital issues
Against a backdrop of health and digital divides, A.L.I.S.S. offers an innovative modelfor inclusion through health. The project combines three complementary levers for action:
- A mobile connected care unit - a traveling device to reach isolated populations and facilitate teleconsultation.
- An inclusive social concierge service - a comprehensive support service, from access to rights and health prevention to support for family caregivers and the creation of directories of geolocated companies, mutual insurance companies, and personal service associations labeled "A.L.i.S.S. Quality of Service."
- An interoperable and ethical digital platform – developed by experts, it connects healthcare professionals, social workers, and institutions, while ensuring data protection and digital sovereignty.
A joint venture with impact: Up and Space × MAÂT XPERIENCES
The A.L.I.S.S. project is jointly supported by two major players in social innovation in the French West Indies:
- Up and Space Martinique
- A third place for social and digital innovation, Up and Space embodies the territorial and community dimension of the project.
The association ensures:
- local deployment of the mobile unit,
- mobilization of actors in the field,
- and measuring social impact among beneficiaries.
Up and Space is the human and territorial heart of the project.

Research, evaluation, and dissemination
A.L.I.S.S. is based on a solid scientific foundation, notably through partnerships with researchers and universities specializing in measuring the impact of digital technology on usage and inequality. The project includes:
- A scientific impact assessment
- A QWL (Quality of Work Life) component for teams
- And a three-year plan to expand into other overseas territories and mainland France
A hybrid and sustainable model
A.L.I.S.S. combines social innovation, digital inclusion, and responsible economic development:
- a hybrid model (à la carte services, training offerings, franchising, royalties, etc.),
- an ethical platform and resource center for caregiving dedicated to healthcare and social service professionals and family caregivers
- a measurable territorial impact in terms of access to rights, employment, and health prevention.
